I am not sure what you meant by "Looting Other People's Missions" but I have not taken a single thing from any other mission, that I have not helped win. The Stinger Missile I acquired was earlier today when I solo'd a bandit mission. The group that was apparently "heated" told me to move off, I was checking my map in my SUV, not doing anything to them, and was prepping to move, so I would have a destination. Not sure why I was banned.
[EDIT]: Also, if you say read the rules fully, I understand why you have said rules in place, I am just not used to it, just tell me I didn't call engage and I'll move on, just like I did the previous time.
